Behavioral advertising also creates regulatory exposure. European litigation and platform-compliance proceedings could affect costs and monetization; preliminary findings should not be confused with final determinations.

Meta continues to generate substantial operating cash, but the latest quarter's cash capital expenditures absorbed much of it. Reported quarterly free cash flow, defined as operating cash flow less cash capital expenditures, consequently weakened sharply.

14.Valuation
At the dated reference price, the published trailing valuation multiples do not establish a bargain. The earnings multiple rests on GAAP results, while the sales multiple cannot answer how much revenue will survive rising costs as shareholder profit.
Enterprise value relative to EBITDA also leaves the capital-spending burden unresolved. For Meta, a valuation case that overlooks cash consumption misses the central investment risk.
